At a control point inside the largest island, the Census returned no incorporated place, Maricopa County identified unincorporated county, and the county zoning layer returned RU-43. A nearby point outside the island returned Gilbert on both boundary sources and no county zoning.
If the parcel is in a county island, Maricopa County issues the permit and county zoning applies, not Gilbert’s municipal process.
