Arizona's ADU law applies in Phoenix. The 2020 census population was 1,608,139, above the 75,000 threshold in A.R.S. § 9-461.18, so the statute binds the city.
A.R.S. § 9-462.13, the middle-housing law, uses the same 75,000 threshold and also binds the city. Phoenix has already written its own rules under both. The detail is in the two sections below, carried unchanged from the independently reviewed draft.
What Phoenix allows on a single-family lot

TWO ADUS PER LOT, NO ZONING HEARING
Phoenix has more than 75,000 residents, so Arizona's ADU law applies here. The city amended its Zoning Ordinance on November 20, 2024 (Ordinance G-7317, case Z-TA-2-24-Y) to match it.
On a lot with a single-family home, Phoenix now allows one attached ADU and one detached ADU as a permitted use, with no zoning hearing. A third ADU is allowed when the net lot size is at least 43,560 square feet and at least one unit qualifies as affordable housing.
An ADU may not exceed 75% of the main home's floor area. On lots up to 10,000 square feet, the cap is 1,000 square feet. On larger lots, the cap is 3,000 square feet or 10% of the net lot area, whichever is less.
The city no longer requires an ADU to match the main home's exterior design, roof pitch, or materials. Its design guidelines still ask that an attached ADU read as part of one house rather than a duplex, and that a detached ADU visible from the street look residential. A detached ADU in the required rear or side yard must sit at least five feet from a street-side property line and three feet from an interior side or rear line. An attached ADU follows the main home's setbacks.

Middle housing near Downtown

UP TO FOUR HOMES ON ONE LOT, WITHIN A MILE OF DOWNTOWN
On November 19, 2025, Phoenix created the Middle Housing Overlay District, Zoning Ordinance § 632 (Ordinance G-7446, case Z-TA-1-25-Y), and mapped it onto about 4,467 acres within one mile of the Downtown Code boundary (Ordinance G-7447, case Z-3-25-4-7-8). Land in the vicinity of Sky Harbor Airport, south of Downtown, is excluded.
Inside the overlay, a single-family lot may hold up to four primary dwelling units: duplexes, triplexes, fourplexes, and townhomes. Outside it, a new subdivision platted on or after January 1, 2026 on ten or more gross contiguous acres may opt in for up to 20% of its lots, subject to airport, military, tribal-land, and base-zoning limits.
The overlay does not shrink lot sizes or add lots. It changes how many homes one existing lot can hold.
